Why is Pat Healy so low on a free card???

This is a guy who beat Jim Miller.

Is this punishment for a postitive Marijuana test? I don't get it. He's buried under a bunch of guys nobody has ever heard of. Is it cause they want a strong headliner to the prelims? What's the catch?
