Can the UFC be requested to change/add a rule?

I'll make this clear before you read this, I'm not an expert nor would I ever claim to be, i'm open to suggestions and if you think you can explain this to me in a way that makes sense I'd greatly appreciate it I'm always looking to become more educated on the subject of Martial Arts.

I'm wondering if this is something that can be brought to their/the athletic commission's attention? Is it possible to get them to change a rule/add a rule?

I know some people may not have this issue, but I've always been uncomfortable with the lead leg stomp to someone's knee. Not a lot of fighter's use it regularly, I can only think of a few (Jon Jones, Anderson Silva, Lyoto Machida) but I think it's a very dangerous strike. If the fighter being struck were to step forward or plant his leg wrong he could end up with a career ending injury that could've been avoided.

"But getting punched in the head can end your career!"
"It's a dangerous sport people are gonna get hurt."

Both true. But my complaint with this strike is that there are readily available alternatives that get you the same result you're looking for without as much risk to your opponent. Why not just use those? There doesn't seem to be any real reason to choose to kick someone straight in the knee/slightly above the knee in my opinion.
