Why is Jake Shields striking so terrible?

Simple question 'why' is Jake Shields striking so terrible?

For a man that has been competing in MMA for 15 years, although I don't know exactly how long he's had striking training for, he has only had 3 fights won via TKO strikes out of 29 victories.
He also trains with the Diaz bros who are known for their striking, so you would think he would've learned some tips from them.
Now I know he's come from a grappling background, however other grapplers such as Werdum & Maia have significantly improved their striking in recent times.

What is the cause of this? Genetics? Something to do with nature? Something scientific? Lack of athleticism? The individual & his state of mind? Inability to commit himself to improving his striking? Inability to evolve as a mixed martial artist? Staying in his comfort zone of his style of fighting & sticking to what he knows, grappling/neutralizing?

Here's another question... How about if an average/ordinary dude (like most of us Sherdoggers pretend not to be) were to train in MMA for 15+ years, in all aspects of course, do any of you think u could become half decent in striking with that amount of time & have 'better than Jake Shields' striking?

Can somebody please give me an explanation?
