Justice Secretary Rimsky Yuen said Hong Kong officials weren't sure who to look for because the U.S. government got Snowden's middle name wrong in documents filed in extradition request.
Snowden's middle name is Joseph, but the U.S. government used the name James in its documents.
After an extensive search Hong Kong officials concluded that there was no Edward James Snowden residing in its jurisdiction and thus couldn't comply with the request.
